Even if the link itself is visible, Finder won’t let you see where it points if the destination is hidden. Show the target folder first (use Cmd+Shift+. in Finder to reveal dot‑folders).
If you visit your Library folder every day, you don't want to toggle it each time you reboot. You can "unhide" just the Library folder permanently.
Finder will briefly disappear from your Dock and then automatically relaunch.

Navigate to the folder where you suspect hidden items exist. Press simultaneously.
chflags -R hidden /path/to/your/folder
